"BUTUAN CITY, May 27 – The call for a just and lasting peace deeply resonates in the Caraga Region (Region XIII) of Mindanao as various sectors articulated their grievances and demands at the recently concluded Peace Roadshow held from May 23 to 24 in key areas of Agusan del Norte, Agusan del Sur and Surigao del Sur.

In the two-day fora held at the Fr. Saturnino Urios University (FSUU) here, participants heard updates from government peace panel member Jurgette Honculada on the ongoing peace negotiations between the Government of the Philippines (GPH) and the Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-NPA-NDFP).

A Butuanon herself, Honculada called on all Filipinos to be updated on the peace negotiations between GPH and CPP-NPA-NDFP and raise their stakes for peace. She also spoke on issues confronting Caraga communities such as problems related to mining, illegal logging and delivery of basic services in far-flung areas, all of which are also being tackled in the Comprehensive Agreement on Socio-economic Reforms (CASER), which is the meat of the ongoing peace negotiations between the GPH and NDFP."

“The present administration, led by President Benigno Aquino III, is serious in forging a final negotiated political settlement with the NDFP. We must revive the peace process on the basis of a comprehensive understanding of the root causes of the conflict,” Honculada stressed. “We’re not playing games; we have a genuine desire to attain a just and lasting peace. The goal of the panel is to negotiate a settlement within three years so that we’ll still have time for implementation since every administration only has six years.”

With the concrete goal of reaching a final peace agreement to set the ball rolling for reforms to be fully carried out, the participation of different communities nationwide will prove to be critical.

As the administration of President Benigno Aquino III prepares to advance the peace negotiations with the National Democratic Front (NDF) to another level with discussions on the draft Comprehensive Agreement on Socio-Economic Reforms, peace panel member Ednar Dayanghirang stressed that the Filipinos should recognise that the parleys do not just involve the government and the rebels, but that it is the entire nation who has an actual stake in the peace process.

Dayanghirang said that in comparison to past attempts, there is a sincere and firm resolve by the current administration to forge a negotiated peace settlement with the NDF and its members, the New Peoples' Army and the Communist Party of the Philippines.
Dayanghirang said that the government and the NDFP panels seek to reach agreement on three remaining agenda items within 18 months to three years. These three remaining agenda are socio-economic reforms, political-constitutional reforms, and end of hostilities and disposition of forces.
Four decades of conflict between the government and the communist insurgents have left more than a hundred thousand civilians and combatants killed or missing."

The paper received the same recognition in 1991, 2003, and 2007.

Sun.Star Cebu editor-in-chief Isolde Amante received the award on behalf of the 29-year-old organization.

On the other hand, Sun.Star’s chief photographer Alex Badayos added another feather to his cap after he was named as best photojournalist, a first in the rotary’s history."

"Department of Interior and Local Government (DILG) Tuesday launched comic books tackling the issue of violence against women (VAW) – ranging from physical, psychological to economic abuse.

The launch of the comic books complements the joint program of the DILG, the Department of Social Welfare and Development (DSWD), the Department of Education (DepEd), the Department of Health (DoH), and the Philippine Commission on Women to establish VAW desks in every barangay in hopes of curbing discrimination against women.

The comic books are part of an information campaign to heighten awareness of violation against women.

DILG Secretary Jesse M. Robredo said that comic books would be an informative tool in explaining the real score of VAW to everybody from all walks of life.

Robredo said that everybody loves to read comic books and would best be shared by people from the barangay.

“We should start with the barangay level first, so that this will be a way to help abused women, and give attention to their problems,” said Robredo."

FDA testing toys for hazardous substances | The Philippine Star » News » Headlines: "The Food and Drug Administration (FDA) assured the public yesterday that it has been randomly collecting and testing school supplies and toys for hazardous substances.

In an advisory, FDA director Dr. Suzette Lazo said the agency has been conducting “compliance monitoring of establishments and market surveillance of toy products regularly.”

“The FDA also purchases toys from toy stores and these toys are tested by the FDA,” she said. “The toys collected and analyzed in December 2010 have passed safety standards.”

Worldwide, efforts are underway to ensure that toys are safe from toxic substances like phthalates, bisphenol A (BPA), polyvinyl chloride (PVC) and lead which can cause a variety of complications like cancer and neurological and immune system disorders.

“Non-compliant toys are subject to recall and disposed of in accordance with the submitted disposal plan of the company subject to FDA approval,” she added."

"The Department of Budget and Management (DBM) has released a total of P5 billion to cover the national government’s counterpart for health insurance premiums of indigents from 2007 to 2010.

DBM Secretary Florencio B. Abad said that the release partly fulfils the P6.5B unpaid obligations of the previous government to the Philippine Health Insurance Corporation (PHIC). The remaining balance of P1.5B is scheduled for release later on.
“Universal healthcare coverage for all, especially for the poor and the vulnerable, is a priority of President Aquino. To ensure the integrity of the healthcare fund for indigent Filipinos, we have to settle the obligations left unpaid in the previous administration,” he said."

For the 2011 Brigada Eskwela, the embassy committed around P70,000 worth of aid each to 50 schools—20 in Metro Manila and 30 in the Autonomous Region in Muslim Mindanao.
“We provide cash grants to schools to help them buy needed equipment that will provide the best possible learning environment for students,” Smith explained, adding they will also be farming out cleanup and repair volunteers to at least eight schools in Metro Manila and six schools in ARMM.

“Perhaps this is the time for our friends in the communist movement to take a second look at their position,” PNP chief Director General Raul M. Bacalzo said in a speech before Cagayan Valley troops on Monday.

“Maybe it’s time to think that we can’t forever be killing each other. Both sides get wounded or killed. Even we (the police) get wounded or killed also,” he said.

“Perhaps this is the opportunity to rethink their position and return to the mainstream and continue the peace. This will eventually lead to the development of the nation,” Bacalzo said."

Women Issues Update: Internet and social media – as [new] sites and tools for violence against women

Women Take Back the Tech - INQUIRER.net, Philippine News for Filipinos: "The massively popular social networking website is no longer just a place to connect with friends and family. Socio-civic groups and the police have warned of its growing use in the Philippines as a means to perpetrate violence against women.

Facebook and other information and communication technologies (ICTs) have made women more vulnerable to abuse, reported Terret Balayon, executive director of the Women’s Crisis Center (WCC), during the “Take Back the Tech vs eVAW” forum, held at the UP Diliman on the occasion of International Women’s Month last March.

“We view ICTs – Internet and social media – as [new] sites and tools for violence against women,” she explained."

Balayon said the WCC, the first crisis center in the country that works with women survivors of physical and sexual violence, has begun looking into how electronic media intensify or compound violence against women.

“Abuse happens faster and is more damaging through electronics, because the abusers are protected by anonymity,” she said in Filipino. “There are so many negative effects on the victims, and you can’t just say, ‘then switch it off,” because the Internet is part and parcel of life today.”

Cases of electronic violence against women (eVAW) have ranged from harassment through text messaging to prostitution transacted online.

Emmeline Versoza, acting executive director of the Philippine Commission on Women, explained the various ways eVAW is perpetrated.

“We’ve heard about cyber-mobile harassment, or sending unwanted text messages or multimedia that contain sexual or threatening messages and we do not even know who sends them,” she said.

Cyber-mobile stalking happens through the hacking of personal accounts on social networking sites and using location trackers on cell phones, she added.

Versoza said eVAW was also promoted through some computer games. “There are other indirect forms of eVAW like stereotypes and sexual representations of women in online games. In these games, women are portrayed as prostitutes and sexual objects and players earn points when they kill a prostitute or those depicted as victims.”

Other major issues in the fight against eVAW are “cyber-prostitution, pornography, and unauthorized production and distribution of images,” she said.

Chief Inspector Efren Fernandez II of the Criminal Investigation and Detection Group (CIDG) for northern Metro Manila police also cited the use of Facebook and cell phone messaging to set up meetings between sex workers and clients.

“If you’re a regular customer, you can send messages through SMS," he said. "And likewise, women who are trafficked often have Facebook accounts where predators communicate with them using the technology for sexual trade or sexual satisfaction,” he added.

Fernandez, former head of the police’s cybercrime unit, warned of cybersex dens posing as legitimate Internet shops to lure the unwitting, as well as various forms of online fraud such as the use of software to hide or change identities on online dating sites. The software can alter faces and voices, even changing a user’s gender to fool others.

“Are you sure it’s really your friend that you are chatting with online? If not, then you might have a problem,” he said. “This is one of the considerable dangers of online dating.”

Adding to the problem are “gaps” in existing laws to combat eVAW. While laws such as the Anti-Violence Against Women and Children Act (Republic Act No. 9262) exist, the Women’s Legal and Human Rights Bureau (WLB) said cyberspace is still beyond their reach. The WLB is an NGO that provides legal assistance for women and promotes feminist legal advocacy in the country.

“The laws don’t include ways in which ICTs are used, so how can they be effective?” asked WLB program officer Chang Jordan. She pointed to the recent dismissal of the case against former doctor Hayden Kho as an example of how existing laws can fail in protecting women’s rights. Kho was a key figure in a 2009 controversy along with actress Katrina Halili and several others over sex videos that were distributed online without the women’s consent.

Under RA 9262, only the direct perpetrator can be charged, she noted, and since Kho claimed it was not he who had uploaded the sex videos, no case could be filed against him. The controversy, however, spurred the passage of RA 9995, or the Anti-Photo and Video Voyeurism Act of 2009 last year.

With government support lacking and legal resolutions absent, women and the youth have learned to use the same technologies to help heal themselves and fight back.

Through grants given by the Association for Progressive Communications and the Foundation for Media Alternatives, various NGOs have launched projects that seek to empower women and children using ICTs. The grant winners were announced last December.

Present during the forum were representatives from the Center for Migrant Advocacy (CMA) and the Women’s Education, Development, Productivity and Research Organization Inc. (Wedpro).

In the Philippines, UNICEF has been working closely with the government to ensure that supplies and services can be delivered quickly and efficiently to communities affected by typhoons, floods and other calamities, said UNICEF communications section Chief Angela Travis.

For the auction, UNICEF has partnered with Ayala Malls, Ebay.ph and Cibo and acclaimed artists in various areas of design; from paintings and functional art, to sculpture, furniture, fashion, and fine jewellery.

Labor Secretary Rosalinda Baldoz said the wage board in the National Capital Region (NCR), after “intense” deliberation, approved the granting of additional P22 ECOLA for minimum wage earners in the region.

Baldoz said the additional P22 ECOLA would bring to P426 the daily minimum wage of workers in the region from the current P404.

Baldoz said although the board did not grant an increase in basic pay, the additional allowance would help workers mitigate the continuing increase in prices of essential commodities.

Baldoz added that the newly issued wage order would benefit not only the three million minimum wage earners in the region but also those receiving beyond the floor wage due to wage distortion."

President Aquino said the big leap in the country's economy is the reason for higher budget allocations to the government's health and other basic services.

At the inauguration, the President also announced that the Department of Health's efforts to provide cheaper or discounted medicines to poor Philippine communities and improvement of public health facilities.

He said the administration has allocated P3.5 billion for the health Insurance Premiums for poor Filipinos, which will be distributed through the Department of Social Welfare and Development.

Aquino said PhilHealth has approved a P350-million budget for the modernization of its information system.

The government is also widening the scope of the "Diskwento Caravan Project" which provides 5 percent to 75 percent discounts on unaffordable medicines.

He also announced that the government has allotted P7.1 billion to upgrade medical equipment and capability of public health facilities, including hospitals and rural health units.

More health workers, including nurses and doctors, are also being hired by the government because of more available financial resource and deployed to at least 400 rural centers around the country.

"President Benigno Aquino III today clarified that the country's economy grew by 7.6 percent, not 7.3 percent as earlier reported by Malacanang.

The President made the announcement at the inauguration of the new floors of Sta. Ana Hospital in Manila.

'Kahapon, binalita ng ating Secretary of Finance Cesar Purisima, natapos na po ang computation sa nilaki ng ekonomiya natin last year; nagkamali raw po kami noong sinabi naming 7.3 increase in GDP. Ang tama raw ho pala ay 7.6 ang increase ng GDP,' Aquino said in his speech.

The GDP growth is a big leap compared to 2009's 1.1 percent and the biggest in history after the Marcos era.

The President said that the higher growth record of the country under his administration belies his critics' claim that he is not doing anything to solve the country's bigger problems."

Interior Secretary Jesse M. Robredo said the P500 million Performance Challenge Fund (PCF) would reward high-performing local government units (LGUs) by financing their proposed local development projects.

“We hope that through the PCF, we will be able to motivate LGUs to further enhance their local government systems and procedures and improve their services to their constituents,” he said in a statement.

The PCF is a financial incentive awarded to qualified LGUs to start projects aligned with the national government’s programs for the attainment of the United Nations Millennium Development Goals, tourism and local economic development, disaster risk reduction and management and solid waste management.

Projects that may be financed include school buildings, rural health units, water and sanitation system, local roads and bridges, slaughterhouses, flood control, reforestation, post-harvest facilities and cold storage facilities."

Her research showed that milkfish serum is rich in mannose-binding proteins and albumin that are potential replacements of expensive fetal bovine serum (FBS) being used as culture of the lung and colon cancer cells."

Labor Secretary Rosalinda Baldoz said the deployment of HSWs in Saudi Arabia has dramatically dropped by about 80 percent since the Kingdom stopped the Philippine government’s mandatory verification of employment contracts.

“Based on preliminary data from the Philippine Overseas Employment Administration, the deployment of HSWs dropped by about 80 percent since March,” Baldoz said.

She attributed the significant decline to the fact that only returning workers are able to leave and work in the Kingdom.

“Since Saudi suspended the verification, the POEA has also stopped the processing of new hires which means only those returning to previous employers were allowed to go,” Baldoz said."

Remedios Niola, DOH program manager for the Cervical Cancer Control and Prevention Program, said cervix is the second leading site for cancer among women.

In 2010, the prevalence rate for cervical cancer was 11.7 percent per 100,000 population. It is estimated that some 12 women die of this illness every day.

Niola said early diagnosis of cancer is important to combat the disease. In 2005, the DOH issued an administrative order, establishing cancer-screening facilities in its hospitals.

In line with the Cervical Cancer Awareness Month this May, the DOH will provide free screening using “visual inspection with acetic acid (VIA) or vinegar” in selected DOH-retained hospitals.

Dr. Rey de los Reyes, vice president of the Philippine Obstetrical and Gynecological Society Inc., said cervical cancer is highly preventable through vaccination if only diagnosed early."

2011 Heritage Month focuses on José Rizal - INQUIRER.net, Philippine News for Filipinos: "IN LINE with the 150th birth anniversary of Dr. José Rizal this year, the 2011 Heritage Month celebration this May will feature the life and works of the Philippine national hero.

Heritage Month was officially declared open May 1 at the National Museum grand staircase, Rizal Park.

The organizing committee is headed by Regalado Trota José, the new head of National Commission for Culture and the Arts’ (NCCA) Subcommission on Cultural Heritage, and archivist of the University of Santo Tomas Archives.

“[The goal is] to promote Philippine Heritage and to protect it,” José said. “We consider that heritage has two aspects: the tangible heritage, which are the buildings, the costumes, the artifacts; and the intangible heritage—the dances, the languages and the gestures. So we included both of these aspects in Heritage Month.”

Highlights of the month-long celebration include activities dedicated to Rizal. From April 27 to May 13, the National Library will undertake the restoration of the original editions of Rizal’s “Noli Me Tangere” (1887), “El Filibusterismo” (1891), “Ultimo Adios” (1896) and “Guillermo Tell” (1886)."

Council urged to conduct own energy audit | Sun.Star: AN ENVIRONMENT group on Friday asked the Davao City Council to initiate an energy audit that is free of bias.

Julan Suazo, of the Foundation for Philippine Environment, said the local lawmaking body must come up with its own investigation to determine if there is really a power shortage in Mindanao, instead of relying information from the AboitizPower Corporation and the Department of Energy (DOE).

Suazo hurled the challenge during the third and final public hearing on the proposed P25-billion coal-fired plant by the AboitizPower Corp.

"Aboitiz claimed that Mindanao, specifically Davao City, is bound to suffer an energy crisis and that the only solution to the problem would be the coal plant.

But Suazo said Aboitiz failed to present facts that clearly state the exact power crisis in Mindanao.

Suazo said even if the third party researcher will reveal that there is actually a current and impending power crisis, this information will have some gray areas.

With this, Suazo asked the councilors to initiate the energy audit apart from the audit to be conducted by the DOE in order to avoid bias.

Suazo's suggestion, however, does not sit well with Davao City Councilor Melchor Quitain, who said that only the DOE has the power to conduct such audit.

But Suazo said they still have doubts with DOE's position on the matter, adding its report may be partial and unfair.

Aboitiz first vice president for Mindanao affairs Manuel Orig reiterated that there is an actual and impending power shortage in the region.

Orig also emphasized that the DOE is the one that should conduct energy audit as it is the agency mandated by law to do such audit."

Noy: June pay hike for state workers | The Philippine Star >> News >> Headlines: "Starting June 1 – or a month ahead of schedule – all employees and officials of the government will be getting the third tranche of their salary increase pursuant to the Salary Standardization Law III (SSL III), President Aquino revealed yesterday.

“You heard it right. Salary increases will be implemented this June and not this July,” Aquino told moderate labor groups who attended a breakfast meeting with him yesterday.

“We made it earlier because I know this would mean a lot, especially since it’s enrollment period once again. Why should we postpone it when we can already do it today,” Aquino said, drawing loud applause from the crowd.

When asked in an informal interview with Palace reporters, the Chief Executive said the funds for the purpose have been sourced from savings the government accumulated over the past 10 months of his administration.

President Aquino commended Budget Secretary Florencio Abad for the savings, which they got from the funds for personnel services. He said there has been P19.5 billion in total savings, P2.8 billion of which is allocated to fund the third tranche of the salary increase."

Initial reports from Mutia, she said, showed the pilgrims’ leaders have agreed to help the NCMF help promote peace and unity.

The figure is 0.33 percent higher than the 17,172 cases recorded during the same period in 2010.

However, Dr. Lyndon Lee Suy, DOH program manager for Emerging and Re-emerging Diseases, said the number of dengue cases by the week is on the decline.

“If you look at the figure (by the weeks), it’s going down,” he said. “That can be expected because it is summer. But the total figure in general is high.”

Lee Suy said the DOH is hopeful that the public would take advantage of summer to prepare for expected further increase in dengue cases during the rainy days.

The public should start getting rid of used tires, empty cans and bottle caps that can hold water, which can become breeding sites of dengue-causing mosquitoes, he added."

Montejo noted that the volume of farm yields would actually suffice to meet the demand if only 80 to 100 percent of it is milled into rice. Unfortunately though, he said, “we only get 65 percent yield from milling palay to white rice.”

He said that for this, huge part of the national borrowing is earmarked to rice importation, making the country the number one rice importer in the world.

“The current national debt attributable to subsidy to rice importation is nearly P200 B,” he said.

To increase rice yields from palay, he said, brown rice should be produced instead of white rice.

“We can get around 80 percent yields by milling palay into unpolished rice or brown rice. That's an additional 15 percent yield, enough to wipe out the country’s current rice shortage,” Montejo said. “Brown rice is also far more nutritious because it has a lot of fiber and vitamins.”"

Adding that DepEd had also allotted 114,292,000 textbooks for students in an effort to help them improve their reading skills.

Of the P85 million, Loong said P63,299,000 will used to construct 83 units of new school buildings consisting of 93 classrooms, P7,942,000 for school chairs, and P13,906,000 for water and sanitation facilities for the schools under the district."
