Noy: June pay hike for state workers | The Philippine Star >> News >> Headlines: "Starting June 1 – or a month ahead of schedule – all employees and officials of the government will be getting the third tranche of their salary increase pursuant to the Salary Standardization Law III (SSL III), President Aquino revealed yesterday.
“You heard it right. Salary increases will be implemented this June and not this July,” Aquino told moderate labor groups who attended a breakfast meeting with him yesterday.
“We made it earlier because I know this would mean a lot, especially since it’s enrollment period once again. Why should we postpone it when we can already do it today,” Aquino said, drawing loud applause from the crowd.
When asked in an informal interview with Palace reporters, the Chief Executive said the funds for the purpose have been sourced from savings the government accumulated over the past 10 months of his administration.
President Aquino commended Budget Secretary Florencio Abad for the savings, which they got from the funds for personnel services. He said there has been P19.5 billion in total savings, P2.8 billion of which is allocated to fund the third tranche of the salary increase."

NCMF, pilgrim leaders to foster peace, unity | The Manila Bulletin Newspaper Online: "NCMF Secretary Bai Omera D. Dianalan Lucman noted the significant number of “sheikhs” and their pilgrims, which could each be a strong force for promoting peace, unity, and harmony.
With thousands of hajjis, probably over 100,000 since 1979, the NCMF has a potential strong force for peace that could help promote interfaith understanding and unity in the country, she said.
“In the NCMF consultations on peace and hajj awareness last week in Mindanao, the team led by Commissioner Solaiman Mutia got the commitment of the sheikhs to join the agency in its peacemaking programs,” said Lucman.
Initial reports from Mutia, she said, showed the pilgrims’ leaders have agreed to help the NCMF help promote peace and unity.
Mutia, NCMF commissioner-in-charge for Hajj and Endowment, said the Hajj Awareness Program (HAP) and Promotion of Peace conducted in Zamboanga City on April 19 assembled 79 “sheikhs” from Region 9: In Marawi City for Lanao areas on April 23, there were 90 of them; and in Cotabato City on April 28 there were 80 who attended from Maguindanao, Cotabato, Davao, and Socsargen (South Cotabato, Sarangani, and General Santos City)."

Tourism Update: Philippines aims to attract more foreign tourists Philippines targets tourists from Russia, India - eTurboNews.com
Philippines aims to attract more foreign tourists Philippines targets tourists from Russia, India - eTurboNews.com: "Secretary Alberto Lim said during a press briefing Tuesday that the department was looking to surpass the number of foreign tourists it posted in 2010. Tourist arrivals in the first two months of the year grew 18 percent year-on-year to 670,000, data show.
“Tourism revenues accounted for 6 percent of the country’s gross domestic product for 2010. The government’s pursuit of an open civil aviation industry signals that the Philippines is open for business,” Lim said, adding that the 20 million local travels recorded last year could be sustained until 2016.
He said the start of a direct flight to New Delhi by Philippine Airlines would boost tourism, with India now considered one of the emerging markets.
The department has signed an agreement with the Philippine Retailers Association and the Philippine Chamber of Commerce and Industry to conduct free training of retailers in the country’s tourist hotspots on how to sell local products to foreign tourists.
“Tourism greatly helped the retail industry last year as spending went up due to the increased visitor turnout. And with this micro-tourism enterprise project in full swing, we do hope we can exceed expectations this year,” Lim said."

Dengue cases may reach 20,000 | The Philippine Star >> News >> Headlines: "A report from the National Epidemiology Center (NEC) showed that from Jan. 1 to April 2, a total of 17,228 individuals have contracted dengue.
The figure is 0.33 percent higher than the 17,172 cases recorded during the same period in 2010.
However, Dr. Lyndon Lee Suy, DOH program manager for Emerging and Re-emerging Diseases, said the number of dengue cases by the week is on the decline.
“If you look at the figure (by the weeks), it’s going down,” he said. “That can be expected because it is summer. But the total figure in general is high.”
Lee Suy said the DOH is hopeful that the public would take advantage of summer to prepare for expected further increase in dengue cases during the rainy days.
The public should start getting rid of used tires, empty cans and bottle caps that can hold water, which can become breeding sites of dengue-causing mosquitoes, he added."

Wellness in Science & Technology: DoST promotes brown rice | The Manila Bulletin Newspaper Online
DoST promotes brown rice | The Manila Bulletin Newspaper Online: "Science and Technology Secretary Mario Montejo said while there is another way of attacking the problem of rice shortage, which is to increase the production of palay or grains, they go for increase in the yields of rice from palay.
Montejo noted that the volume of farm yields would actually suffice to meet the demand if only 80 to 100 percent of it is milled into rice. Unfortunately though, he said, “we only get 65 percent yield from milling palay to white rice.”
He said that for this, huge part of the national borrowing is earmarked to rice importation, making the country the number one rice importer in the world.
“The current national debt attributable to subsidy to rice importation is nearly P200 B,” he said.
To increase rice yields from palay, he said, brown rice should be produced instead of white rice.
“We can get around 80 percent yields by milling palay into unpolished rice or brown rice. That's an additional 15 percent yield, enough to wipe out the country’s current rice shortage,” Montejo said. “Brown rice is also far more nutritious because it has a lot of fiber and vitamins.”"

Wellness in Business: Business Insight | Banking and Finance
Business Insight | Banking and Finance: "THE country’s microfinance industry was cited as the world’s best in terms of regulatory framework and second best performing in terms of overall business environment recently by the Economist Intelligence Unit (EIU) through its 'Global Microscope on the Microfinance Business Environment'.
This is an upward ranking compared to the 2009 survey wherein the Philippines landed number three in overall business environment while retaining its number one position in the regulatory framework category.
This recognition affirms the good work that all microfinance industry players are doing. It indicates that each stakeholder ably and ardently performs its roles and responsibilities in order to make the Philippine microfinance market what it is today: viable, sustainable, sound, safe and strong.
From a small industry a decade ago, there are now about 210 local banks who have granted over P6 billion in microfinance loans to more than 900,000 microentrepreneurs, latest data from the Bangko Sentral ng Pilipinas (BSP) said.
These microentrepreneurs, in turn, have generated employment in their local communities and saved about P3 billion in bank deposits."

Nemiranda’s figures and colors highlight summer - INQUIRER.net, Philippine News for Filipinos: "The prominent painter/sculptor from Angono has been recognized by major art critics as the father of Imaginative Figurism. And this art idiom is now the theme and title of his new one-man show, May 8-12, at The Grove by Rockwell, along E. Rodriguez Jr. Avenue in C-5, Pasig City.
The focus on the human form, powered by imagination and creativity, yields new milestone works sure to attract both old collectors and new art buyers. On display will be such modern masterpieces as mother and child, family scenes, and slices of life in the Philippine village. “It’s the celebration of living,” Nemi fondly calls his May day show, “of feeling alive in one’s golden surroundings.”
His brand of realism remains as fiery as ever, with local colors that run the gamut, from earthen brown to lakeshore green to an assortment of floral colors. His sculptures resonate with the significance of the Petroglyphs—unique, prehistoric sculptures which can only be found in the caves of Angono."
