Hegins-Valley View Rotary Club Involved in Cultural Exchange - News - Republican Herald: "HEGINS - The Hegins-Valley View Rotary Club hosted a Rotary Group Study Exchange Team from Rotary District 3860 in the Philippines.

The five-member team visited the Schuylkill County area from Monday through Saturday, according to a Rotary press release.

The visiting Exchange team included team leader Edgar Chiongbian, District 3860 Secretary and past president of the Rotary Club of Cebu, Philippines, who is a retired mechanical engineer and businessman. Chiongbian writes a sports column for Sunstar Cebu, a daily newspaper.

Other members of the team included Joan Sarausos-Largo, assistant dean of the College of Law at the University of San Carlos; Josie Marfe Montes, a local government operations officer for the Department of the Interior and Local Government in Calape, Bohol; Sheila Abigail Go, a lawyer specializing in corporate law and taxation; and Merrill May Baje, a pediatric dentist in Lapu-Lapu City, Mactan Island, Cebu."

Ovarian cancer was very rare in both groups of women -- 1 in 300 women who only had a hysterectomy were diagnosed with the disease, compared to 1 in 5,000 women who had their ovaries removed with the hysterectomy.

The authors calculated that 323 women would have needed to have their ovaries removed to prevent each case of ovarian cancer.

Both groups of women were diagnosed with heart disease and hip fractures at similar rates, and about the same amount of women in both groups died during the study - 8 of every 1,000 women each year."

Robredo said that the circular would be used as basis by the CoA to judge whether the expenses made by local officials were excessive or unjustified.

Education Secretary Armin Luistro said yesterday the kindergarten schools would also be bolstered by thousands of pre-schools to be created from the Department of Social Welfare and Development (DSWD) barangay day care centers in collaboration with the Department of Health.

Luistro said the DepEd was given much encouragement to push ahead with their grand plan to add two years to the basic education curriculum (BEC).

The current BEC has 10 years of elementary and secondary education, but the DepEd now wants to have six years of elementary education, four years of junior high school and an additional two years of senior high school."

Environmental groups detect toxic vapors in Tondo - INQUIRER.net, Philippine News for Filipinos: "Environmental groups are now urging proper toxic waste disposal after detecting mercury vapors in the port area of Tondo, Manila.

An investigation conducted by environmental groups Ban Toxics, Global Alliance for Incinerator Alternatives, Health Care Without Harm and the EcoWaste Coalition on April 19 yielded 'disturbing levels of mercury vapor in lamp waste recycling stations' of the Pier 18, Garbage Transfer Station.

In a statement, the groups explained that they used a hand-held ambient air analyzer to obtain mercury vapor data from the sites where the breaking of mercury-containing compact fluorescent lamps (CFLs) is conducted.

The groups tested 14 used CFLs in two separate breaking sites. The average reading for the tested lamps was 117.20 micrograms per cubic meter (mcg/m3), with one product registering mercury vapor of 502.40 mcg/m3.

The permissible exposure limit for mercury vapor, as set by the US Occupational Safety and Health Administration, is 100 mcg/m3, according to the groups."

“They can take it during breakfast or lunch or dinner, whichever suits them best,” the banker who is a self-confessed camote beakfast-eater said.

He pointed out that instead of importing rice, the government should opt for reduction in consumption. “Apart from neutralizing the rice shortage, the government will save a lot of foreign exchange if importation is minimized or not availed of,” he said."

Nine-year-old Hamzah Marbella's 42 artistic creations were displayed among 400 selected artworks of Chinese child artists.

The youngest member of the Art Association of the Philippines, Marbella has produced some 300 artworks and have been awarded with more than 100 top prizes, honors and citations and accolades since he started painting at age two.

The distribution of the 20 Asian Development Bank (ADB)-funded electric tricycles or e-trikes in Mandaluyong City in Metro Manila, Philippines' capital, on Wednesday came a week after a lawmaker proposed banning the use of plastic bags in major establishments.

In a statement, ADB's Principal Energy Specialist Sohail Hasnie said that every 20,000 e-trikes that are introduced to Manila's streets will save the 100,000 liters of foreign fuel imports each day or about 35 million U.S. dollars annually. ADB said e-trikes are more sustainable and energy-efficient.

'This initiative not only benefits the environment, but it also supports the Philippines drive to become more energy independent,' Hasnie added."

DAVAO CITY (MindaNews/12 April) – Two peace negotiators, one coming from the Philippine government and the other from the National Democratic Front (NDF) yesterday said the prospects for the recently resumed peace talks between the two parties were looking good.
GPH peace panel member Ednar Dayanghirang and NDF peace panel vice chair Fidel Agcaoili spoke in a forum yesterday at the Grand Men Seng Hotel here, on the updates of the peace process which resumed in Oslo, Norway in February.
Dayanghirang, however, said “kailangan din talaga ang (we really need) people’s participation” in building an atmosphere conducive to dialogue.
He said that based on lessons learned from the past negotiations it is necessary to secure parallel venues for the talks, acknowledge that military actions cannot resolve armed conflict, bring public voice to the negotiating table, and recognize the vital role of civil society and media."

POWER SUPPLY and infrastructure issues have to be addressed by the government if it wants to attract Japanese companies looking to relocate their quake-hit factories, an embassy official said.
'With [a] good environment, they might be encouraged to shift production in the Philippines,' said Shinzuke Shimizu, head of chancery at the Japanese embassy, in an interview last Friday.
President Benigno S. C. Aquino III last month ordered the Trade department to consider lobbying Japanese firms to pull up stakes after a massive earthquake and tsunami caused plant shutdowns and supply disruptions.
'A serious concern is stable electricity. Some electronic products need constant, regular electricity,' Mr. Shimizu told BusinessWorld.
He also cited Metro Manila’s heavy traffic, which makes transporting goods from areas south of the metropolis to the north difficult.
'If these are improved, Japanese companies may consider investing in the Philippines,' Mr. Shimizu said.
A representative of the local Japanese business chamber, meanwhile, said the country offered some advantages. An investments official also said the Philippines was ready to welcome additional Japanese investments."

This week we enjoy a holiday called Araw ng Kagitingan, formerly known as Bataan Day. On this day, April 9, 1942, the Filipino-American forces in Bataan surrendered to the Japanese imperial Army. At dawn, 9 April 1942, Major General Edward P. King, Jr., commanding Luzon Force, Bataan, Philippine Islands, surrendered more than 76,000 (67,000 Filipinos, 1,000 Chinese Filipinos, and 11,796 Americans) starving and diseaseridden men. Thus begun the Death March, where almost 20,000 prisoner of war died.

Of the 52,000 who survived the march (42,000 Filipinos and 9,200 Americans) the prisoners of war were forced to endure a 90-mile (140 km) march to captivity at Camp O’Donnell . Those who were lucky to travel on trucks to San Fernando endured more than 25 additional miles of marching. Prisoners were beaten randomly and denied food and water. Those who fell behind were usually executed or left to die; the sides of the roads were littered with the dead and the dying. Of those imprisoned at Camp O’Donnel in Capas, Tarlac 30,000 more died “There are times,’’ United States Secretary of War Henry Stimson said, “when men have to die.’’ Tens of thousands of men died defending Bataan during World War II."

According to the AFP, the social networking sites are good venues to get updates and feedbacks on vital issues from the public in a democratic yet peaceful approach.
The AFP considers this a positive development in its continuing fight for peace and campaign against violence. Thus, Facebook and Twitter became an avenue in realizing the AFP’s Internal Peace and Security Plan “Bayanihan.”"

But the Philippines appears to gain more from the exchange as the country has had difficulty landing medals in pencak silat, sepak takraw and the traditional boat race in the Southeast Asian Games where arnis is not part of the events.

Garcia said the details of the Memorandum of Agreement are now being finalized but no date has yet been set for its signing."

'We are doing this because art and culture are the windows to the soul of the people, they nurture our spirit.'
The school began as a more informal haven for young artists in the 1970s.
It was established by the then first lady Imelda Marcos, who lavished much time and money on the arts during her dictator husband's 20-year rule of the country.
Marcos chose the slopes of 1,090-metre (3,600-foot) Mount Makiling as the site, which was named after the enchanting daughter of two deities who protected nature in local folklore.
It was however only in 1989 that then-president Corazon Aquino signed an executive order establishing it as an official public high school for gifted children, a third-world replica of New York's famous Juilliard.
The students at Makiling are now carefully chosen from thousands of applicants who audition for just over 30 slots a year."

Coomaraswamy Radhika said in a briefing that her team has been invited by the leaders of the National Democratic Front of the Philippines to Utrecht to discuss an action plan similar to one forged earlier by Muslim rebels.

'We plan to send a team to Utrecht the soonest time possible to begin the discussions,' Coomaraswamy said.

Coomaraswamy said the NDFP, which is representing the New People’s Army and the Communist Party of the Philippines in peace negotiations with the Philippine government, did not acknowledge using child fighters but admitted of having a 'problem' on this particular issue."

Metro kids offer peace cranes - INQUIRER.net, Philippine News for Filipinos: "MANILA, Philippines—An offer of a thousand peace cranes from a group of children in Metro Manila is among the responses the Philippine Daily Inquirer (PDI) has received from the public for its relief drive for victims of the triple disasters in Japan.

This came as two consular teams from the Philippine Embassy in Japan journeyed to Fukushima prefecture yesterday to bring relief goods to Filipinos there who have been displaced by the nuclear emergency resulting from the 9-magnitude earthquake and monster tsunami that struck Japan on March 11.

The consular missions visited four locations in Fukushima and distributed food packs, rice, canned goods, bottled water, blankets and other relief items.

The PDI launched the relief drive on April 4 in partnership with Initiatives for International Dialogue (IID) and Peace Boat, a Japan-based international organization that works to promote peace, human rights and sustainable development.

The Peace Boat, a cruise ship with a capacity of 2,000 passengers, will dock on April 13 in Manila, its last port of call before leaving for Japan. It will carry relief goods for distribution in Japan."
